            In accordance with the Directorate’s letter no. 60-9/2009-SPB-I dated 08.05.12, it has been decided to hold the Examination among the GDS officials for selection to the cadre of PA/SA, for the unfilled departmental quota vacancies of 2010 and 2011 in Tamilnadu Circle.  The Examination will be held on the same date and time decided for the Direct recruitment  from open market as per the same syllabus etc.  The eligibility  and other conditions are furnished below:

            The vacancy position for the Examination  for both the years  2010 and 2011 Division-wise is furnished separately in the Annexure.  This may be communicated to all the GDS officials including those on leave.

I.          ELIGIBILITY:

(i)        The GDS should obtain at least  50% of marks in 10+2 standard or  12^th Class with the English as a compulsory subject (excluding Vocational Stream).

(ii)       The GDS should have put in a minimum service of 5 years as on 01.01.2010 for 2010 vacancies and 01.01.2011 for 2011 vacancies.

(iii)      The GDS should be within 30 years of age (35 years for those belonging to SC and STs and 33 years for backward classes).

II.        PATTERN OF COMMUNICATION:

Paper I

Candidates shall be subjected to an objective type of Aptitude Test covering the following subjects/topics.

Total Marks – 100

            (1)   Part ‘A’ - 25 questions on General Knowledge, which may include        

                   Question on current events, sports, history, geography, basic economics,   

                   generally  polity, Indian Constitution, Science environment etc. – 25 marks

           (2)    Part ‘B’ -  25 questions of Mathematics of matriculation standard which

                    may  Cover number system, simplification, decimals, fractions, simple and          compound interest, percentage, average, profit and loss, discount,

                    Mensuration, time and work, time and distance etc. – 25 marks

            (3)   Part ‘C’ -  25 questions on English, which may cover grammar (prepositions,                     adverbs, conjunction, direct/indirect, singular/plural, tense,  anonyms/ 

                    synonyms etc.)  - 25 marks

           

            (4)   Part ‘D’ -25 marks on Reasoning and Analytical Ability – 25 marks

            The total duration of the Aptitude Test will be two hours.

           

            The candidates are required to obtain marks as under for being considered for further selection process.

            I.  Minimum Marks:  Parts A/B/C/D – Minimum 10 marks by OC candidates, 8          

                 marks by SC/ST candidates and 9 marks by OBC candidates in each part.

            II. Minimum aggregate marks – For OC candidates 40%,  for SC/ST candidates 

                 33% and for OBC candidates 37%.

Paper – II

Computer/Typing Test

Test shall be of the duration of 30 minutes (15 minutes each for Typing and Data Entry_ consisting of (i) One passage of 450 words in English or 375 words in Hindi to be typed with a minimum speed of 30/25 words per minute and (ii) Data Entry of some figures and letters each carrying equal marks.

Qualifying Marks:  Computer/Typing Test will be of qualifying nature with       minimum of 40% marks to be secured by OC candidates, 33% marks by SC/ST            candidates and 37 marks by OBC candidates.

III.       SELECTION PROCESS:

(i)        All the candidates who have the required minimum educational qualification in 10+2 or 12^th Class  and within the age criteria and eligibility conditions will  be called for the Aptitude Test.

(ii)       No weightage of marks secured by the candidates in 10+2 or 12^th Class will be given while preparing the merit list.

(iii)      Candidates numbering five times the number of vacancies in each category i.e. OC, OBC, SC & ST shall be declared qualified for computer test based on the marks secured by them in the Aptitude Test.

(iv)      The merit list will be prepared on the basis of the marks obtained by the candidates in the Aptitude Test subject to the condition that they have qualified in the Computer Test.

(v)       The Aptitude and the Computer Test will be conducted by M/s CMC Ltd., New Delhi , a private Agency selected by the Department, at the following Centres:-

            1.  Chennai      2.  Coimbatore         3. Tiruchirapalli          4.  Madurai

The candidates have to choose any one of the centres.

IV.       ALLOCATION

(i)        A common merit list will be prepared.  The candidates in the merit list will be allocated to the Division to which they belong for the vacancies available for the particular  division only as per the merit list and availability of vacancies.

(ii)       The candidates admitted to take the examination for 2011 vacancies will be considered for 2011 vacancies only while the candidates applying for 2010 vacancies will be eligible to be considered for both the year vacancies subject to their merit position.

            All the Regional PMsG are requested to kindly call for the applications from; the GDS officials in plain paper and after ascertaining the eligibility, supply the OMR kits to the eligible candidates. In divisions, where there is no vacancy, the GDS of the Divisions should not be supplied with the applications.

TNPSC exam cancelled following paper leak

The Tamil Nadu Public Service Commission on Monday cancelled the Group-II examination following the leakage of a portion of the General Knowledge question paper. About six lakh candidates appeared in the examination held at hundreds of centres across the State on Sunday.

Hours after allegations surfaced in Erode and Dharmapuri that a couple of candidates were found to be in possession of a handwritten note containing at least 40 questions before the commencement of the examination, TNPSC chairman R. Nataraj ordered an enquiry. After preliminary investigation revealed that the questions found in the handwritten note matched those in the question paper issued to candidates, the examination was cancelled, sources in the commission said. Based on the report of the Collectors of Erode and Dharmapuri, the local police registered a case on Sunday and detained a few persons, including the owner of a coaching centre in Namakkal and three others in Dharmapuri. “We suspect that the questions were leaked from Tiruvannamalai. There is a specific input that some school teachers were involved in the racket. Investigation is on to ascertain the exact source of the leakage. It could have been anywhere…the printing press, transit, storage point, treasury etc.,” a top police official told The Hindu on Monday.

Mr. Nataraj said an internal probe had been ordered to ascertain how the question paper could have leaked. Though it was alleged by a candidate in Dharmapuri that he had paid Rs. 50,000 for the leaked questions, investigators were yet to ascertain the information. Prima facie, it appeared that the number of candidates who managed to access the handwritten note containing the questions could be much more than the two identified and debarred for life by the TNPSC. The date of re-examination for 3,631 vacancies in Group-II Services that includes Municipal Commissioners and Sub-Registrars would be announced later, the sources added.

House Building Advance – Enhancement of ceiling of House Building Advance from Rs.15 to Rs.25 lakhs in Tamil Nadu

Tamil Nadu Government has decided to increase the ceiling of House Building Advance to its employees from 15 lakhs to 25 lakhs, due to escalation in the cost of land and building materials.

An important abstract order issued from Finance Department of Tamil Nadu on 20.6.2012 regarding enhancement of ceiling of Housing Loan to State Government employees and officers. The Government Order says,  ‘the ceiling on House Building Advance to the Government Servants was lastly revised in the year 2009. At this distance of time, considering the escalation in the cost of land and building materiel, the Hon’ble Minister for Finance, in the Budget Speech for the year 2012-2013, has announced enhancement of the present House Building Advance ceiling from Rs.15 lakhs to  Rs.25 lakhs to Government Employees. Further, the Government have also considered enhancement of House Building Advance ceiling from Rs.25 lakhs to Rs.40 lakhs to All India Service Officers. The Government after careful examination have decided to enhance the existing maximum ceiling of House Building Advance as above’.

Interest rates on various loans and advances in Tamil Nadu 2012-13

The Finance Department of Tamil Nadu is declared rate of interest on loans and advances availed from State Government during the year 2012-13.

Tamil Nadu State Government Employees are availing the Loans and Advances  from the State Government such as, House Building Advance, Car Loan, Scooter Loan, Cycle Loan and Computer Loan etc., The penal interest on all overdue instalments of principal and interest will be at 2.50 per cent more than the normal rates of interest per annum.

Except in the case of loans to Government Servants, interest in all cases unless specifically indicated otherwise should be paid every Calendar quarter on the outstanding balance.

Even at the stage of sanction of loan, in the sanction order, the period of repayment, rate of interest and schedule of repayment with dates shall be indicated.  In case, it is a permanent loan, a specific mention of this fact should be made in the sanction order itself.

Tamilnadu SSLC Toppers 2012 - 10th State First Mark

Tamil Nadu 10th Class Secondary School Leaving Certificate (SSLC) examination April 2012 results will be published on 4th June 2012 at 1:30 PM Later. Around 10.87 lakh students appeared this exam from April 4 to April 23. Last Year 8,57,956 students appeared TN SSLC State board exam, 1,45,252 students appeared 10th Matriculation exam and 1,561 students attended OSLC exam in 2011. TN 10th exam 2011 over all percentage is 85.3%. This Year Tamil Nadu School Education introduced Samacheer Kalvi syllambus for all TN state 10th students and expecting over all state wise class X passing percentage is above 85%.

The new and revised tariff calculator has been presented with simple input method by the Department of TANGEDCO. This is the very useful for calculating the electricity charge for the power consumers in Tamil Nadu. The calculator is made with user friendly, just input of consumed units and click the calculate link. The result will be displayed with detail of Actual current consumption charges, Electricity Tax, Fixed charges and Gross amount.

The final amount has been arrived as net amount: (Gross Amount-Govt Subsidy). And the Department says that "the Nett Amount Calculated is applicable for normal 60 days Assessment done from 1/06/2012 onwards".

When the system lets you down...

Tamil Nadu's engineering graduates are least employable. This is one of the shocking findings of the National Employability Report (NER) 2011, compiled by the employability assessment company Aspiring Minds. Conducted across 16 States, do these findings truly reflect the failure of our education system? Are our colleges focused only on quantity rather than quality? What can we do to make ourselves more employable? Youngsters and industry professionals speak out…

Our country produces the largest number of brilliant engineers and yet, only about a minor percentage of them are employable. The situation is just sad. At the end of the day, it all boils down to the effect of the education system. The entire journey ends up being a race with no learning involved but merely a battle to see who emerges at the top.

Coaching centres teach the syllabus and stop there. There is too much of a demand for them in any case so it becomes a great way to make money. Finding yourself in a good college does not require you to be one of the best but rather it is a process of random elimination with a lot of luck involved.

The reasons for this state can be distilled down to — the bad education system because of too much competition, the focus on performance and marks only and the lack of hands-on skills, communication and creativity. In our system today, it has become the norm to need to win and so, when we leave the system, we are left floundering. - DHEERAJ CHOWDARY, II Year, Mechanical Engineering

Statistically, the figures may seem appalling, but don't blame the student for this one. They are the victims here; victims of a horrendous system that places way too much importance on academic scores, ignoring the need for hands-on experience, communication skills and holistic development. But being an engineering student of this state, I don't see why we cannot compete with the best the country produces. If the authorities had done their homework before letting so many colleges spring up, we could have avoided this embarrassment. Politicians and bureaucrats are bribed into approving colleges that don't even have the necessary infrastructure in place. And then there are a few so-called lecturers. They seem to have taken up the noble profession of teaching because all other career doors were shut for them. When there is an old, outdated and corrupt system, coupled with incompetent professors, I don't see how we students stand a chance. According to the present system, a student is rated based only on his/her academic scores. Students here study only to pass and not to gain knowledge. Doesn't that defeat the very purpose of education? Take the way exams are conducted, for example. Every subject has a blueprint and more often than not, we end up with a paper that has questions from exams conducted over the last few years. So instead of learning a concept, all one has to do is mug the answer up and get away with it at the school/college level. The widening skill gap between the quality of graduates passing out of engineering institutions and the industry's expectations continues to be a cause for concern for Indian IT companies. Critical thinking and the ability to apply concepts learnt in the context of a problem continue to be among the major gaps that need to be bridged. There is a strong need for a two-way relationship between the industry and academia to collaborate and address this expanding skill gap. Taking a step towards addressing these issues, Infosys works with educational institutions through the Campus Connect programme. In addition, there is a need to conduct programmes for employees throughout the lifecycle of their careers to keep their competencies current and relevant to their job.

Nearly 1, 50,000 engineering graduates are being produced every year in Tamil Nadu through different disciplines. The analysis accounts that 60 per cent of them are from rural background, 20 per cent from semi urban background and 20 per cent are from urban background. Naturally, the above classification of backgrounds plays a vital role in the job search process since awareness of the job opportunities among the students of rural background is less in earlier stages of study in the institutions and they think of the same only after completion of the engineering courses. Hence, the entry level background is to be the main yardstick for training the students in the Institutions.

The expectation of the employers during interviews are: Smartness including dress code, communication skills, intellectual reply with the technical depth, team spirit and collegiality, problem solving skills and crisis overcoming and readiness to accept the task and responsibility.

The short duration of four years degree programme, mushrooming of engineering colleges, employment unawareness among the students during the college days, less priority for the employment-based training in the colleges and third language problem other than Tamil and English are some of the factors which limit employment opportunities in Tamil Nadu. A separate syllabi including practical training must be included in the engineering curriculum. A separate placement cell should work in each and every institution run, not by a single person but a team equivalent to an engineering department

Key findings

The percentage of ready-to-deploy engineers for IT services is 17.45 per cent; Knowledge Process Outsourcing is 9.22 per cent; Hardware Networking is 36.57 per cent; Business process Outsourcing is 40.69 per cent; and for IT Product it is the lowest at 2.68 per cent;

Concentrating on increasing quantity of engineers has impacted quality drastically.

The report found that the top 100 colleges have higher employability as compared to the rest of the colleges (as much as two to four times). Despite this, more than 70 per cent of employable candidates for any sector are in campuses other than the top 100.

The quality of education varies drastically, with only very few colleges at the top of the quality ladder.

TRB - TamilNadu Teacher Eligibility Test (TNTET –2012)

Applications are invited upto 5.30 p.m. on 04.04.2012 for Teacher Eligibility

Tests for the year 2012 from the candidates in Tamil Nadu.

The following categories of candidates should write the Teacher Eligibility Test:

• The Secondary Grade and Graduate Teachers (BT Assistants) appointed with the prescribed qualifications in Government, Government Aided and Un-aided Schools on or after 23rd August, 2010.
• Teachers working in Unaided Institutions without the prescribed qualifications shall acquire such minimum qualifications within a period of 5 years and should pass the TET.
• All Candidates with necessary qualifications and seeking for appointment as Teachers for Classes I to VIII

Eligibility to Write TET:

Candidates should possess the following prescribed qualifications to write the Teacher Eligibility Test:

• Candidates who have passed Higher Secondary Course (10+2 Pattern) and Diploma in Teacher Education in a Recognized Teacher Training Institute / DIET and seeking an appointment as Teacher for classes I to V (except Visually Impaired Candidates) can write Paper I.
• Candidates who have passed a Bachelor’sDegree(B.A. /B.Sc. / B.Litt.) with Tamil, English, Mathematics, Physics, Chemistry, Botany, Zoology, History and Geography or a Degree with any one of the equivalent subjects from a Recognized University under 10+2+3 Pattern and a Degree in Teacher Education (B.Ed.) from a Recognized University and seeking an appointment as Teacher for classes VI to VIII can write Paper II.
• Candidates appearing for the Final Year Examination of D.T.Ed. / B.Ed. during the current Academic Year are also eligible to appear for the Teacher Eligibility Test.
